Having problems accessing programs on start menu. I am able to get to to progams area but everytime I go to either expand or activate a progam... the menu goes aways... it seems that the cpu is jumping processes. And I have disabled everything in...

Having problems accessing programs on start menu. I am able to get to to progams area but everytime I go to either expand or activate a progam... the menu goes aways... it seems that the cpu is jumping processes. And I have disabled everything in startup that could think of that might interfere, i have did a repair from the cd.. startup option and no go.. any suggestions
