I can't get the darn thing to start up... I've taken it apart and put it back together once already, same results... The power supply and cpu fans just twitch and then sit there. There is a faint buzzing noise coming from the cpu. All of the parts...

I can't get the darn thing to start up... I've taken it apart and put it back together once already, same results... The power supply and cpu fans just twitch and then sit there. There is a faint buzzing noise coming from the cpu. All of the parts are brand new. What do I need to do? I'm about to kick it out the window. Right now it's just a 900 dollar POS...
