hello to you all...im new here and this is my first post.

my problem is that sometimes i open up a window on my desktop but cannot view all of the content in the window because the window is too small to display it all. the window cannot be maximized nor can i scroll up or down or enlarge it by clicking and dragging the edges. please see pic. any help would be greatly appreciated...thanks.
